The Palm tree looking thing to the right gives it a Gulf Coast look or maybe California. The cars and general scene made me think Mexico.

I'll speculate it was shot from the rear of an Amtrak train. Being single track perhaps the line the runs along the coast as the lines into LA Union Station are double track.

The old Santa Fe Railway (now BNSF) Redondo Beach branch Line looking northeast toward Redondo Junction in Los Angeles, CA. now abandoned. That shot above was taken just northeast of Van Ness Avenue.

Yup. indeed, Deshler, OH looking east along the the old B&0 RR Chicago Division crossing the B&O RR Toledo Division. Final run of the remaining passenger train on the B&0 RR Chicago Division was Amtrak Trains 40/41 The Three Rivers between New York City and Chicago, was made in March, 2005.
