NS expanding Fostoria railyards

Blair Yard, the main Fostoria yard and or Wilson Yard the support yard for agri traffic on Fostorias west side. I wonder if the rumors of NS divesting the Lima District could be coming true or are they preparing for extra traffic? Or could doing this to keep Bellevue fluid? They are also expanding the yard near Whiting Indiana.
