The Ludington and Northern Railway also had a steam dummy locomotive.

I think the Ludington and Northern which was a steam railroad was doing their best to impersonate an electric/interurban railway.

It’s a Shay with cowling, designed as so it wouldn’t scare horses when used in populated areas.
