The city police are usually good at moving any troublemakers along. Otherwise people watching the trains go by are just people, regardless of their home address or lack thereof. There is a large homeless shelter and halfway houses on the south side of the tracks near where you will see people trespass at the far end of the platform to cross the tracks.
