That WB at Flint seems to be P365. I think they are wying the power.

An earlier M397 went by with IC 2617/CN 5772/CN 5750/CN 3221 and arrived in BC around 5:00

They met an X388 at Bancroft and an M394 at Lapeer

He could have been going too slow as he was traveling thru the DD site and then accelerated to the point (usually 5 to 7 mph) where axles could be counted or vice versa (was at a good speed at 1st & then slowed). That's assuming the HBD equipment is functioning properly.
