I believe this is NS’ first purchase of engines since they started PSR, could we be seeing them doing what CSX is doing and start phasing it out?

They’re almost certainly almost buying these because Progress Rail offered them to NS. They probably looked at the writing on the wall that they were unlikely to be leased out and thus offered them for full sale.

A 10-unit order for a Class One like NS is a drop in a massive bucket and is not indicative of a strategy change.

And likely a good distance from full price.
No company want to have inventory on hand not earning cash.
