Cato is known to be slightly biased on such things.

Everyone is biased. Even if you saw a news piece covered straight which is almost never.
Just choosing which stories to cover and not cover shows a bias.

The article is dated November 23, 2021.
They are using outdated data from last year to justify this years article.
Just one instance of their bias, using outdated data to support their opinion.

"The vision of the Cato Institute is to create free, open, and civil societies founded on libertarian principles."
Their own statement about their bias.
