From my understanding, this allows California to start imposing fees for using locomotives that aren't Tier 4 or zero-emission.

No, give them what they want-- no diesels in Cali., in trains, trucks, anything. No construction equipment, ambulances, concrete mixers, fire trucks--- get rid of it all. No trucks to deliver anything-- food, fuel, the same for trains. Then- try to run a state, with those rules.

The technology isn't there yet, and I really doubt it will be anytime soon. Right now other than a backhoe offered by Case you can't get any viable reliable electric construction equipment. Im really watching what the Hydrogen field comes up with in the next few years. JCB who makes construction and farming equipment has developed a Hydrogen motor in the same footprint with equal or more torque and HP than its current diesel model. I want to say Komastu has also developed something similar. Once they start selling the design to others to use I really think we will see a shift towards hydrogen powered equipment and locomotives.
I second Alex, I hope this sees its day in court. Cutting off our legs before the prosthetic is ready.
