Empty coil cars with 3 scrap loads thrown in for good measure at the end of the train?
Railroad best practice, put loads after empties.
It's quicker and cheaper... most of the time.

It looks like the line is open. The Capital Limited is running about 2:41 late with the Lake Shore Limited a few miles behind it leaving Chicago.
