Given all the rain and flooding, why didn't they send a hi rail truck ahead of the train to check the tracks and the area?

I'm no expert, but they should have if they didn't. That *should* be a preventable accident. If the washout happened shortly after inspection that's one thing, but if they just sent a train through there at track speed, people need to be fired. According to all known laws of aviation, there is no way a bee should be able to fly. Its wings are too small to get its fat little body off the ground. The bee, of course, flies anyway because bees don't care what humans think is impossible.
