If I'm not mistaken CSX pretty much owns the docks in Toledo now.. or atleast the corporation that does (feel free to correct me).
I'm curious though, who's had a stake in the docks in the past? I feel like I read somewhere that Conrail did at one time. What's the history with this?

New York Central and the Baltimore & Ohio owned one set of docks together. The other dock was owned by the Chesapeake & Ohio. With the merger era things changed. I am thinking the Chessie merger brought the B&O over to the C&O docks. NYC turned into Pen Central and then ConRail and it all became CSX but I may be wrong on this transition.

Here's a couple links that should help. I believe the CSX coal docks was the C&O property while the TORCO ore Dock was the B&O/NYC joint venture property.

CSX was granted full ownership of the ex NYC portion of the TORCO docks during the Conrail de-merger
CSX keeps TORCO separate still however.
They have a couple locomotives deeded over from CSX which tend to wander around on CSX during the winter.
