That is the LSRC business car. Its the former HESR business car.

Well it was purchased by Jim George, the formed (deceased) president of the railroad. I'm not sure if he owned it personally and his wife owns it now (and then maybe sold it to the railroad after his death), if the railroad owned it, or if another corporation relating to the railroad legally owns it.
