Passenger train staffing

I am looking for information as how RR staffed passenger trains before the Amtrak agreements of the mid 80s and later were implemented. Both in terms of engineers and conductors and brake/trainmen (now assistant conductors) Used to be on milage but how much? I recall that there were a conductor and two assistant conductors, no matter how many cars there were in the consist...

Also looking for similar information on the historical and how many and dates taking effect for the current staffing of commuter trains in the various states.
