I think that is a DTE coal pile for their Rouge plant

Detroit Edison is way south of there, in River Rouge. If anything it would be coke for the steel mills.

You are looking at Fort Wayne. It was built in 1843 and closed in May of 1949. It now belongs to the City of Detroit and has been restored. You can see it on current satellite images.

Fort Wayne is too far north of the area in question.

I believe it's the Detroit Coke Corp. that is in the picture. The round structure in the picture looks like the coal storage/ reclaim area for the plant.
