$222K/Year: City Manager says he lives in...a caboose?

By Randy Escamilla CRYSTAL CITY, TEX. 2005 -- The $222,000 City Manager in this small rural town makes plenty of money, that by any standard, James Jonas, could live practically any where he would like. Jonas, who also functions as the town's City Attorney and its lobbyist, signed and affirmed on a Texas Voter Registration card that his address is 419 Veterans Avenue. However, if you visit 419 Veterans Avenue, one sees that it is the address of a vacant trashed open-air caboose that's been placed on a concrete slab on city property.
