Honestly I have little issue with that.. They set a goal and met it, the ultimate goal of course is to turn a profit, and that likely won't happen moving people as we know. It is nice to see that they are getting cost down, and the bonuses from the looks of it still are well below the goal they set. You don't make money moving people, but the less money you lose the better. I'm ready for what you guys have for me, as I'm sure this will turn out the anti-"government wasting my hard earned money" group. You have to remember that the people working for Amtrak are human too, and if they do a good job at their job they deserve to be rewarded (as in engineers, conductors, ect)
