I might be able to shed some light on this. The vehicle is a M1117 Armored Scout Vehicle. It is designed to be a heavy armored alternative to the Humvee, but not as a protected fighting vehicle. Its very popular with Military Police and Convoy Security units.

The Humvee is not being completely replaced, rather removed from all the roles it was never intended to fill when it was first designed. The true Humvee replacement is still a few years off and hasn't been fully developed yet.

I know, it is an armored alternate, not a replacement. The Humvee is still a great truck, the M1117 is simply a better way to get thru a high threat area, and unlike the HMMWV, the M1117 has a V-shaped hull the deflect the blast wave from a mine or IED. Whereas a HMMWV has a flat bottom and could be flipped from a mine or IED.

I dont think there will be a civilian version, but i think SWAT will get some.
