Correct.

This building is part of an old state hospital and if you look close you can see this building has a short siding where it received shipments at one time

Nope. It is definitely a lesser known (to me) state hospital and it is still open I think.

Yes, that's Jefferson Avenue, between S. Ferdinand and S. Summit streets,, crossing the spurs between a connection with the Union Belt RR (old C&O, old Pennsy and old Wabash railroads) and the north shore of the Detroit River, in Detroit, Wayne County. The above shot looking north.
