Indeed, it's Menominee, MI looking west along the Dunn Paper Spur, from the 6th Avenue crossing, towards a connection with the CN RR (former C&NW RR). Actually around on 41 Road it would seem from the aerial.
Ephraim Shay lived in Haring during those years. The years during which his new locomotive type was planned and constructed.
Was this the site of his homestead? Don't know but it's possible.
Looking at the 1889 Atlas of Wexford County, Shay did own the land across 41 Road. Where the current track is was part of the townsite of Haring and ownership can't be determined from this atlas.

The owner built an operational Shay locomotive and a loop of track on his property. There was an article in the Cadillac News about it years ago. I tried searching for it online, but it must have been printed prior to how far the paper's online search records go back. Indeed, it's looking north along the Conrail SA Beltline Industrial track from the Harper Avenue crossing. just east of Mt. Ellioitt Avenue, Detroit, Wayne County. The switch is the spur to the Strong Steel plant.
