Something screwy here. The photo you put up looks like a Google Street view, but if you bring up 1990 E Avon Rd, Rochester Hill on GS there are buildings missing, and there is no river next to the mill. It is South West of the mill where it crosses under the Avon Hy. Hmmnn..
It's a user submitted panoramic photo taken on the property. Drag the google man over the site and you see those little blue circles. That means those are user submitted photos taken there. Often the circles aren't correctly placed on the map.

Indeed, it's Menominee, MI looking west along the Dunn Paper Spur, from the 6th Avenue crossing, towards a connection with the CN RR (former C&NW RR). The bridge in the distance is the US-41 bridge over that spur. In the city of Menominee, Menominee County in the da UP. Final run of the remaining C&NW Rr passenger train the Peninsula 400 between Chicago and Ispheming,MI was made on July 15, 1969. Actually, the final run of the remaining C&NW passenger train service on Sundays only between Chicago and Menominee, was made on Sunday, April 25, 1971.

Where it's at https://goo.gl/maps/WG8RgUq1Rnn

Actually around on 41 Road it would seem from the aerial.

Ephraim Shay lived in Haring during those years. The years during which his new locomotive type was planned and constructed.

Was this the site of his homestead? Don't know but it's possible.
Looking at the 1889 Atlas of Wexford County, Shay did own the land across 41 Road. Where the current track is was part of the townsite of Haring and ownership can't be determined from this atlas.
Is this privately owned property?

The owner built an operational Shay locomotive and a loop of track on his property. There was an article in the Cadillac News about it years ago. I tried searching for it online, but it must have been printed prior to how far the paper's online search records go back. I can't recall the owners name or if he still operates it.

Our work rules prohibit walking through water like that. Not safe.

Correct. The Beltline Industrial Track at Harper looking North. The switch is the spur to Strong Steel.

Indeed, it's looking north along the Conrail SA Beltline Industrial track from the Harper Avenue crossing. just east of Mt. Ellioitt Avenue, Detroit, Wayne County. The switch is the spur to the Strong Steel plant.

Where be it? It's not in Michigan. If you can figure out whose locomotives these are, you should be able to find this end of the line :)

Ok, I'll try this one, after much research over the internet I have to settle for a vintage stock photo off the net. I placed the black bar in the photo to defeat the Google secret weapon picture finder. Good luck boys and girls.
