I thought it might be by that plastic plant on CR track near West Detroit but I see that that's incorrect so I'll have to keep looking

Looks like the Conrail Michigan Line, east of the overpass at Clark St, based on searching Google Maps. Have no idea where the photographer was standing, though.

The utility poles in the foreground are parallel with the tracks. These probably run down the alley between Clark and Scotten North of Brandon. So you are south of that alley. At the far left I can see a little bit of the new building next to the credit union on Clark. Based on all this and the angle, I'd say near the northwest corner of Brandon and Scotten.
