It's on the northeast corner of Hamilton and Manchester.
Google 3D aerial view is of it pre-fire. The 2D view is post fire.

Not in Detroit or Sterling Heights. It is a private excursion RR in Southeast Michigan.

Yup, the miniature railroad at the Monroe County Fairground, looking east with S. Custer Road (M-50) at the left, just east of Raisinville Road on the southside of S. Custer Road in Raisinville Township, Monroe County. The Little Smokey train operates only during the fair week each year but did not this year due to safety issues.

That nice cement wall in the background has some relationship to the Capital of South Australia.

Nice location now, it was mentioned in another thread on the board. Lets see how long before Rodney finds it...

Wasn't this used in the series of photos you posted of the Dequindre cut? It's a very nice photo.

Based on DaveO's hint I suspect this is a former produce warehouse and sheep carcasses (from Australia) might have been unloaded here. The GTW Dequnidre Cut seems like a good guess.

The Capital of South Australia is Adelaide. Adelaide being the name of the street on top of that pretty concrete. What are the odds the concrete still looks like that?
