FWIW the DRGW or SP were the first ones to put the snow shields on the signals. UP picked it up, and then is spread from there. Better protection from flying snow, so you don't need to get a maintainer up there in an ice storm with a scraper to clean the lenses off. Added benefit to better visibility in almost all angles of light.

I've often wondered if the hoods were installed specifically as snow shields, but just never really asked.

It's a ballast train. Go to http://krugtales.50megs.com/rrpictale/p050730/p050730.htm and scroll most of the way down the page. He has a photo of one of these trains (although it was on BNSF when he took his photo) and a short description of exactly what you're looking at.
