Found some additional slides of the steam locomotive approaching Trowbridge Jct in 1965. Perhaps these views will provide further hints !

MSU Student 1964-1967 , My Dorm was Wonders Hall, C & O Operators at Trowbridge were still hooping the Train Orders..first to engineer and then to the Conductor on the rear !!!!

That looks like CN 4-8-4 #6218. In the close up shot, I can see rather clearly a 6, 2 and an 8 on the cab, although I can't exactly make out what the third number is. It looks like a 7, but I've never heard any reference to a CN 6278 so I'm going to conjecture that it is a 1.
6218 was one of several steam locomotives that remained in service for CN through the late 1960s and early 1970s to pull excursions around their system. While most of these excursions were in Canada, the 6218 did make several visits to Michigan during its excursion career.
The locomotive is currently on display in Fort Erie, Ontario, and, sadly, has deteriorated to the point that it may never feel the rush of steam in its cylinders again.

That is the 6218. My father has talked about this many times. It ran thru here a couple of times, just before I was born. I hope you don't mind, But I forwarded them to him. It will bring back some good memories! He is not a big railfan, however, he states that the GTW steamer's, as well as the Olive and yellow F's, were the best looking locomotives around..
