C&M Grade Crossing Signals

The Coopersville & Marne has a new grade crossing at Walker Avenue just south of Three Mile in the City of Walker.
There had been a bridge over the tracks which was removed and the roadway lowered to meet the tracks at grade. The artificial hill to accommodate the bridge had blocked the line of sight for trucks leaving the Bissel plant, This had been a bone of contention for some time. I noticed that signals and gates are being installed which seems like a little overkill since the C&M doesn't field many freight moves through there (perhaps one a week). My question is twofold. Is the C&M responsible for maintenance, and will the signals at Fruitridge Avenue ever be operable again?

MDOT Rail Safety section ordered the side of road signals, cantilever signals and gates. The bridge which was built in 1961 needed some major rehab work and consensus was reached that it was more economical to construct a grade crossing than rebuild a new and wider bridge based on the rail speed limit and the amount of traffic.
The City is res possible for the cost of the crossing, signals and the ongoing and future maintenance.
The Fruit Ridge signals are operational and have been since the GT days.
