Maybe they looked at an annual report. In the 2017 report financial reporting starts on page one with James Foote's opening remarks. Safety statistics are back on page 47.

I agree with the Doctor. I read nothing in the article that indicated the reporter felt that CSX was indifferent to the risk.

I assume the editor asked the reporter to insert a quote from the source to provide credibility to the story. If I recall correctly, that is called journalism.
