They've been "slowly renovating, most recently new windows in 2015"? As far as I know this is the only thing they have ever done, and only did it as a condition of another agreement. One of the photos shows the "new windows", which appear to be square sheets of plexi glass attached to the wall. I wonder what the motivation is to overlook garbage bag Moroun's extensive poor history of relations to the city.
