It was the usual parasites screwing the american people and lining their own pockets. And it's probably still going on! Basically, it is a borderline legal scheme to store aluminum for various owners of the aluminum, and charge them rent for storing the aluminum, and keep it off the world market, creating shortages and driving up the price of aluminum.
