That's the tower for CSX's Rougemere Yard. I'm pretty sure it's still being used for their yard operations.

That tower is the old C&O tunnel office. Later the CP clerks were housed there for the CP trains. Police also had a n office there. Tower is no longer used.

There is also a 3rd tower still standing at Rougemere, this would be Rouge Telegeraph tower at the West End. It housed CTC operators for the east end of the C&O in Michigan (I believe). I think it still houses CTC and relay equipment. I've never seen any photos of the interior. It's north of the Eagle underpass, and similar in design to Pleasant Street in Grand Rapids.
