Other than for positive publicity, what incentive does UP have in providing passenger service?
Is UP paid by Metra to operate the Metras or receive any tax breaks for doing so?

Metra purchases the service from UP, just like the BNSF.

Why is UP looking to get out of providing passenger service? Are the financial numbers just not "worth it" to the bottom line numbers folks?

Apparently an effort to shed employees and thus look better to the activist investors.
The service isn't going away, it will just be with crews employed by Metra.

Yes. And serviced by BNSF crews, too.
