Freight trains on the old IC in Chicago

There are still many freight trains on this line, and often they are parked south of McCormick Place, waiting for a gap in commuter traffic on the Rock Island and the south end of Union Station. But I thought the idea of purchasing the EJ&E was to divert freights to the J? Why are there still freight trains pounding their way across the South Loop? CN experts--what are their plans? THANKS!

Most of the traffic on the IC around there goes to Glenn Yard or toward Hawthorne in Cicero.
