I was a story on the TV news a couple of nights ago where the station was urging residents to file complaints with the FRA if they heard a horn in a quiet zone. This being reported by a reporter who was standing close to the tracks. Hard to say how close on TV, but close enough that I'd defend that particular "violation" of the quiet zone as allowable due to the safety issue.
