There appears to be a rail car repair place there at Lang yard & that unit is used to move the cars around rather than have the CN do it.

I see that critter fairly frequently, and am often impressed by the number of cars it is pushing or pulling.
Speaking of cars, there is another string of CSX gondolas parked on the track that runs parallel to northbound I-280 in Toledo.
