Is this a high likelihood? It only seems to encompass northern Ohio. It's hard to tell from the map if this is new or existing passenger rail such as Amtrak.

The big question is if a 3-C or a Columbus to Chicago corridor is even viable...with ODOT spending hundreds of millions on interstate improvements and the rather resistant nature of the freight lines they would have to operate on, I'd say any big passenger rail expansion will be decades away...
