Does anyone know why the Capitol Limited doesn't stop here?

That was set up that way from when the Broadway and Capitol Limited were moved off the former PRR through Fort Wayne. Stations on the new route were one for one replacements for what existed on the PRR route. In Northwest Ohio, Fostoria was the replacement for Lima for the Broadway and Toledo ostensibly was the replacement for Lima on the Capitol. In Northeast Indiana, Garrett was the replacement for Fort Wayne on the Broadway, and Waterloo was the replacement for Fort Wayne on the Capitol. Given the relatively small distance between Waterloo and Bryan, Amtrak probably felt that there was little to be gained by stopping at both, and as mentioned above the train had to stop at Waterloo - at the beginning at least, to change crews, as Amtrak could not move the crew change point initially (likewise for the Garrett stop - in fact when the Three Rivers "replaced" the Broadway after it was axed, the Three Rivers stopped in Garrett for only the crew change - no passengers were served there).
