The C&WI was formed in 2005 when RailAmerica purchased the Illinois Railway from OmniTrax. These lines are spread throughout northwest Illinois but are all accessed by trackage rights over BNSF in most areas. All together 113 miles of track are operated as the C&WI not including trackage rights.

The C&WI uses BNSF's Eola Yard as the base of its operations and also to hand cars over to the BNSF. All trains originate in Eola and also terminate in Eola. Occasionally BNSF will detour a train over the C&WI between Eola and Streator but that is rare as the ability for the lines to handle multiple trains in many areas isn't good.

The C&WI has four lines in northwest Illinois. The La Salle branch runs from La Salle, IL and runs to Zearing where there is an interchange with the BNSF. Since there is no connection with the CSXT in La Salle, trains must access the line through the BNSF at Zearing. Customers on this line include:
ABT Plastics - La Salle
ADM - La Salle
Techni Sand - Dalzell
Goldman Processing - La Salle
Unytite - La Salle
U.S. Silica- La Salle
The C&WI also offers car storage in Ladd with the capacity for up to 25 cars.
There is a small yard near Zearing so crews can run their power around the train and head down the La Salle branch. The symbol for this train is L-ZELS and its crew is on duty at 13:00 on Mondays, Wednesdays, and Fridays. Its BNSF symbol is F-EOLZEA-1-##*

The Mt. Morris Branch runs from Oregon, where the line splits from the BNSF almost 40 miles from Eola, to Mt. Morris where the line ends. There is a small C&WI yard in Oregon where cars can be sorted before the L-FCRV departs. The L-FCRV usually departs Eola at 04:00 and only goes to Mt. Morris on Saturdays and Wednesdays. The BNSF symbol is F-EOLORE-1-##. Online customers include:

The Rockford Branch splits from the BNSF at Flagg Center and runs north to Rockford where the C&WI interchanges with the UP, CN, and CP. There is also an interchange with CP in Davis Junction where the two lines cross. The L-FCRV also handles traffic on the Mt. Morris Branch but only on the days specified above. The L-FCRV runs to Rockford 5 days a week and is on duty at Eola at 04:00. This line is actually signalled and is controlled by a G&W dispatcher. There are no intermediate signals but signals guard the diamond in Davis Junction and the wyes in Flagg Center and Rockford. Once in Rockford the L-FCRV runs west into the CN yard to swap cars before returning to Eola. Online customers include:
Watco Reload - Rockford
Kent Feeds - Rockford
Bergstrom Climate Control Systems - Rockford
Ring Container Technologies - Rockford
Gunite Corp. - Rockford

The Streator Branch runs from Montgomery to Streator where it connects to NS. There is a connection to the CSXT in Ottawa north of Streator and only a few miles east of La Salle. This is the longest of the 4 branches as it runs about 40 miles. The line is serviced by the L-MYST which comes on duty in Eola at 11:00 on weekdays and runs as F-EOLMGY-1-## on BNSF. Online customers include:
Yorkville Feed - Yorkville
James Hardy - Serena
Fairmount Minerals - Wedron
Unimin Corp. - Ottawa
Ottawa Mineral - Ottawa
84 Lumber - Streator

Though the C&WI doesn't have a large amount of customers, the customers that they have receive large amounts of cars such as Ottawa Mineral which receives between 25-35 cars at a time.

C&WI 3824, 3825, 3827, and 3828 are being sent to be repainted into G&W orange and to be relettered.
CWI 3824 -> CSCD 3824
CWI 3825 -> HCRY 6825
CWI 3827 -> HCRY 6826
CWI 3828 -> NREX 3828

In return the CWI will be receiving
SLR 3805 -> CWI 4025 GP40-3
NECR 3802 -> CWI 4021 GP38-3

CWI 4023(SD40-2) is currently en route back to the CWI after being repainted.

-C&WI 4031 has returned from NRE Silvis with a fresh coat of G&W orange.
-A new connection in Streator has been approved to be built between BNSF and C&WI to allow trains to detour over the C&WI without a backing movement needed. Although now these moves occur at most 3 times a year BNSF has taken an interest in increasing train traffic over the C&WI. Ties and ballast are planned for the line and BNSF hopes to have it up to 40 MPH by 7-1-15. An agreement about payment of these upgrades is still in the works and talks between BNSF and C&WI haven't been proceeding much over the last few months.

These lines remind me of Wisconsin Northern. WN started out before the frac sand boom as a sleepy little short line running a few times a week handling mostly turkey feed and a few other small quantities of commodities. When the frac sand boom began a handful of mines opened up and each ships around 100 cars a week. Now daily service using modern run-through power with UP is the norm.

BNSF run through trains aren't a sure thing here yet. After last winter the C&WI is still thinking things over. Last winter C&WI customer service was so poor a few companies went to trucks for the winter because C&WI couldn't get anything into Eola due to BNSF being backed up. They had trains being tied down without even leaving Eola on many occasions during the last winter. Seeing how things were last year, C&WI management does not want to see the Streator Branch turn into a parking lot for BNSF thus making customer service worse than it was last year.

BNSF has showed a very high interest in the Streator Branch but management is insisting they get their stuff together before they can run more trains over the C&WI. In addition to BNSF being a parking lot around Chicago, if BNSF were to run more trains over the C&WI major capacity upgrades would be necesary and BNSF seems reluctant to pay what C&WI management is looking for. So until an agreement is reached things will stay the way they are.

C&WI 4235(B23-7) has been sold to LTEX and is likely to leave the system in the next week. C&WI(G&W) officials have been to McDonald, OH recently and it is rumored they are inspecting a possible replacement for the GE unit.

C&WI and Fairmount minerals have had an ongoing project to add 3 new tracks and extend two others increasing capacity in order to accomodate increasing traffic. Fairmount Minerals is located in Wedron, IL on the Streator Branch and is currently loading 19-35 car blocks at a time. The plan is to have the project finished by 5-1-15 and begin running 80 car unit trains 4 times a week.

Signals are to be installed at WSS E. Ottawa and ESS E. Ottawa in anticipation of the siding being used more in the future. Automatic switches are also to be installed and this project is scheduled to be completed by 7-1-15.

The land set aside for the three additional tracks at Fairmount Minerals in Wedron has been cleared and graded. Panel track has been ordered to accommodate the increase in traffic as soon as possible but cannot be placed until it the ROW has been ballasted.

Panel track has also been ordered for the siding at Ottawa. The plan is to tear the entire siding up and replace it with new track to accommodate BNSF trains. The signals at both ends are now up but still bagged as electrical equipment for them is still being shipped.
