Eastern Locomotive Leasing is a company formed on June 20, 2012 by the Appalachian Western Railway to make some extra money to support a massive capacity project that is about to take place. The SD45-3's are in great shape and were just rebuilt to -3 standards in 2005. The C39-8's aren't in the best of shape with rust on most, but plans are in the works for rebuilding them.

ELLX has announced that the 55 C39-8's will be rebuilt with GE's 4400hp GEVO-12 prime mover and Evolution series electronics. They will be classified as C39-8R.

The plans to rebuild the C39-8 have been changed to only upgrading the electronics to Evolution series standards. The current 7FDL16 prime mover will be rebuilt and 40 of the 55 C39-8 will be converted to burn a mixture of 70% Compressed Natural Gas and 30% Diesel fuel. The natural gas conversion will take place in the AW Roanoke Shops and utilize the same modifications proved successful by Ferrocaril Central Andinos. http://www.rrdc.com/article_07_2006_fcca_dual_fuel_pwr_RGI.pdf
All rust damage will also be repaired.
