CSX Q151 as of an hour ago was dealing with open containers and theft st delray. They had been there since around noon or so at the hill, and around 3:30pm it appeared a pair of CSX cops were making an arrest/ had suspects. Reported 4-7 containers open with theft. Power was a pair of SD40-3's.

At about 4:30pm, Q150 headed north at Romulus, also with a pair of SD40-3's
