I've seen cars like that before when I was with Amtrak & they carried "switch panels" - a section of track pre-made with the switch machines installed & then it would be dropped into place to be installed.

At around 08:00, M510 was reported to have departed Cincinnati with CSX 1982 behind 3194.
At 09:25 a G126 made its way thru Fostoria with solo unit 3208 leading 90 cars.
