They already announced a 70% buy. This is just the release that they have completed it.

JACKSONVILLE, Fla. – RailAmerica, Inc. announced it has completed its acquisition of a 70-percent interest in the Wellsboro & Corning Railroad and Industrial Waste Group from Myles Group for approximately $18 million.
