Really unsure what I did wrong here, I thought the picture worked...

Maybe the mistake here was making it a B&W version and should instead use the color version of the same shot.

First one is unlevel, poorly cropped and fits the PEQ rejection. The conveyor belt in the foreground is just not interesting enough, not to mention you cut off the tender along with that stone pile cutting off part of the front of the engine.
Second one is also poorly cropped and composed, but I don't see any issue with the image quality.
I doubt either of them will make it on even if you make changes. Too many unfixable issues.

PIQ, might be from wide angle. Looks like you went as wide angle as you could, and you can see the building and jack leaning while the loco is good. Need a wide angle lens for that type of tight shot.
