The SD38-2 and SD38-2S fleet is typically used in hump yards as hump power.

The SD38 units on CSX came via the Conrail split, and were originally mated to MT-6 former Alco yard slugs for use in hump service. I think most of the MT-6 units have been reassigned to other yard power. The five original SD38-2s came from the SBD/L&N.

The straight SD38s from Conrail are long gone. In addition to the 5 ex L&N SD38-2s, CSX also has a small fleet of derated SD40-2s now called SD38-2Ss.

What did they do take the turbocharger out of the SD40's to derate them?

Nope, they’re still turbocharged, just like the GP38-2S units. I believe they detune them by dropping the RPMs, or just limiting power at higher notches.

After 30 years, is CSX starting to methodically unwind its Road Slug program? I’ve noticed a few 6400-series GP40-2s in Michigan without their semi-permanently coupled RDSLUG partner. Or have there just been some major failures in the slug department which just have been deemed not worthy of repair? It seems like slugs used to find occasional/regular assignment on locals in Michigan but not anymore.

I believe all of the former GP30 RDMTs have been stored and are in the process of being retired along with most or all of the GP35 RDMTs. I’ve heard various reasons for their retirement (PTC could not be retrofitted or would be too costly/complicated to retrofit) but I think the biggest reason is they are OLD! I think the only active road slugs are the newer ones rebuilt from GP38s and GP40s.

How many of these are they doing? Is it a contract with a company like GE? or are they just gonna rebuild every single AC44 like NS did with Dash 9's?

GE is rebuilding them at Erie, as far as I know. It wouldn't surprise me if CSX had plans to eventually rebuild their entire fleet of AC4400s.

While CSX is not painting as much as they used to there are still a fair amount showing up in newer YN3b paint from older schemes. Since the last full update was posting in January, as of December 2019, I have seen photos of the following unreported repaints, which includes 131 reported two days ago.

Former YN2: 26, 36, 123, 131, 237, 268, 273, 324, 333, 341, 355, 436, 483, 536, 8471
Former YN3: 2555, 2745, 4549, 6496, 8456, 8488 mother-slug sets 2434-1066, 6487-2258 and rebuilds 4525,4528,4570.

As a side note, of the 43 current known GE rebuilds in the 7000 & 7200 number series, 24 were in YN2 to start, 4 in YN3 and 15 were already in YN3b and got total repaints again. One of the more recent rebuild units, 171 was put into the 7200 series instead of the 7000 series because it was one of two units that had its truck changed to steerable trucks years ago, which the 7200s have but not the 7000s. 169 was the other. Thus, this was the first 7200 to have a number lower than 201. Also, far as I know, there have been 26 rebuilds in the 4500 series to date.

Recent repaints seen include 34, 311, and 513 all former YN2. There is supposed to be another four axel rebuild program going but with no external differences. First two in the shop at Huntington are 6041 & 6464. Slug had already been disconnected from 6464,
