The Muskegon West topo map shows the track extending across Lake Shore Dr and going behind what is now a boat storage yard. That track is not likely to have been owned by Sappi. If you scroll Google Earth back to 1999 you can clearly see where the track was.

There's a story in the September issue of Trains Magazine about Pete Hypes. He hired out on the Virginian on August 5, 1956. He's still working 60 years late and has no intent of retiring. Worked his way up from call boy to yardmaster. 60 years and two railroads late he's still going strong.

Trackside repeaters that are connected to the dispatcher by fiber optic lines. The railroads have bases along the right of way . I have seen, in the past, Amtrak turn the train around because cab signals were not working on the head end. Perhaps that was the reason. There is also a built in delay before the dispatcher can authorize them to return to the Flint Sub from the Holly.

I was thinking perhaps this had something related to the ILS approach to RWY 32. Glide slope and localizer waves can be interfered with by metal. OTOH, checking the approach plates ans notices to airmen there does not appear to be any relation. Bottom line: I dunno.

Wishful thinking at it's best. Michigan does not have enough money to maintain infrastructure already in place (think roads) and some fools with an agenda want to blow half-a-bil on rail.

From an economic standpoint, why would CP buy the Pere Marquette route when they have trackage rights on NS/Wabash? It's a shorter route and they don't have to maintain it.
